The Bank Guarantee Fund (Polish deposit insurer and resolution authority) organizes the conference on crisis management in the EU financial system entitled: Crisis management in the financial system – stairway to heaven or highway to hell?

ABOUT THE CONFERENCE: Crisis events are an inherent element of the financial system. They may destabilize it in a systemic or idiosyncratic sense. However, it is crucial to have appropriate mechanisms for managing crisis situations and be properly prepared for the usage of such mechanisms. They constitute essential contribution into stabilizing the financial systems. The experience of the global banking crisis, which started in 2007, led to numerous changes in the functioning of the crisis management in the financial system around the world and in the European Union, including in Poland. In 2024, 10 years will have passed since the adoption of the BRR and DGS Directives, which clarified the rules for conducting anti-crisis activities in the EU banking sector. At the same time, 2024 will mark 10 years since the Financial Stability Board published guidelines on the operation of an effective resolution system for insurance and reinsurance undertakings and central counterparties (CCP).  In the light of the experience of the Bank Guarantee Fund in the field of crisis management in the financial sector, the above anniversaries are an ideal moment to discuss the lessons learned from the functioning of the crisis management system in the EU, as well as further directions of its development. Constructive dialogue in this area seems to be particularly important now. In the EU the work in underway on the revision of the crisis management and deposit insurance framework (the so-called CMDI reform). At the same time, the development of the resolution system for CCPs in being finished and negotiations on the IRR Directive take place, which is to introduce the resolution framework to the EU insurance sector.

TOPICS: The topics of the submitted papers should concern the following areas:

• deposit guarantees, insurance guarantee systems or investor compensation systems,
• crisis management in the banking, insurance and capital market (mainly CCP),
• financial stability and financial crises,
• financial safety,
• early warning of crisis events in the financial system,
• role of the financial safety net in crisis management.

The organizers invite to submit articles of both theoretical and empirical nature. We invite authors of texts covering various streams of science to submit applications, e.g. social sciences, financial sciences or legal sciences.

FORMAT: First day (9 May) debates of the representatives of the financial safety net as well as financial institutions. Second day (10 May) debates and discussions considering the results of the researches in the field of interest of the conference.

Acceptance of the articles by e-mail: by 25th March 2024

End of the registration: 5th April 2024

Final acceptance of the participation: by 15th April 2024

PAPER SUBMISSION PROCEDURE: Submissions (full articles or abstracts) must be sent to: paper.conference2024@bfg.pl. Both full articles and abstracts are accepted as paper submissions. The abstract should be a minimum of 1500 words and contain such elements as: background, research methods, results and conclusion.

The file with the paper/abstract should not contain the author's name and surname. Acceptable paper formats are: .doc, .docx, .rtf, .pdf. Applicants will be informed about the acceptance of the article by email by 25th March 2024. We kindly request people submitting the article to register for the conference using the registration form available on this website after receiving the information about the acceptance of the article. People whose articles are accepted are asked to register as "Presenter of the paper". People whose articles are not accepted may participate in the conference as a listener. Authors whose articles are accepted for presentation during the conference will have the opportunity to submit the article to the post-conference monograph (in the form of a book) or submit the article to one of the journals.
